Spectrum District Village Plan

In May, Irvine Company began a yearlong planning process to study a new village within Spectrum District with single-family homes, parks and a new school – all in close proximity to local jobs. Please visit this website throughout the planning process for the latest updates.

In response to state housing mandates, the city of Irvine General Plan identified Irvine Spectrum District for new housing, including up to 5,000 apartments on the Oak Creek Golf Club parking lot, driving range and adjacent properties.

Irvine Company is proposing a lower-density alternative to this apartment plan with a balanced village of 3,100 homes. This chart describes how the two plans within the project’s 235-acre planning area compare.

As master planners, we believe a new lower density village at this location with single-family homes would better integrate into the surrounding area than the high-density apartments called for in the state-mandated Irvine General Plan. A special benefit of locating the new village at this location is the opportunity to connect to a new mountains-to-sea trail through central Irvine. As part of the Village Plan, Irvine Company will contribute funding and planning expertise to enhance this new mountains-to-sea trail and donate 300 additional acres of open space in north Irvine for public recreation. Within the Village, over 50 acres would be dedicated for public parks and recreation.

As part of the Village Plan, Irvine Company will partner with transportation experts to study solutions for the area and invest in improvements. Initial plans include: 

  • Funding for transportation improvements, potentially including traffic-light synchronization programs, traffic-separated bike lanes within Spectrum District and expansion of local transit systems.
  • Completing a new road system by extending Oak Canyon Road over the train tracks, connecting residents to 100,000+ jobs within Spectrum District.
  • Creation of six points of access to disperse car trips from the new community.

The Village Plan is at its earliest stages and will undergo more than a year of public review and analysis. The following is the anticipated timeline and opportunities for public input.

  • May 13: Unanimous City Council approval of proposed public benefits
  • May 24: City Council Scoping Hearing #1
  • June 14: City-led Community Town Hall 
  • June 24: City Council Scoping Hearing #2
  • Summer 2025 – Spring 2026: City-led Village Plan analysis, environmental review and public comment
  • Spring-Summer 2026: City commissions and City Council meetings to consider final plan
